Economic Planning and Strategy

UCE can provide public clients with demographic, economic and market research in support of general plans, specific plans, and other policy initiatives.  On the private, side, UCE has advised clients on the planning process and assisted with preparing development applications and negotiations of land disposition agreements with municipalities.

Economic & Fiscal Impact

UCE has completed many assignments for public and private clients on the economic and fiscal impact of development projects.  Services have ranged from very simple, “back of the envelope” calculations to assist in the framing of negotiations or planning to extensive modeling of fiscal impacts for specific and general plans.  Similarly, UCE’s evaluation of economic impacts has ranged from calculating the generation of jobs from descriptions of proposed projects to extensive modeling of direct and indirect impacts using commercially available modeling packages.

UCE also provides demographic and economic studies in connection with specific plans, general plans, master plans, and other efforts.  UCE staff has completed dozens of such assignments around the globe.

Pro Forma Analysis

In addition to advisory work, UCE staff has provided peer review and auditing of pro forma models in connection with public-private and private real estate negotiations for a wide range of projects, from small subdivisions to base reuse projects.  UCE have also conducted pro forma modeling, building customized models from scratch to evaluate the financial feasibility of a proposed project or provide a parallel analysis to independently verify results.,

Market and Feasibility Studies

UCE staff has conducted market and feasibility studies for the full range of development projects, ranging from single-family homes to international resorts.  UCE analysis takes a step beyond the traditional calculation of prices to understand economic and demographic trends and how these will affect pricing and absorption in the short, medium, and long term.  It is these trends that are key to understanding the financial feasibility and profitability of large-scale projects.

Public Finance

UCE staff has been providing public finance advisory services for over ten years to both public and private clients.  UCE can assist at the very beginning of a project to understand the potential benefit of public finance and how such sources can be applied to the development process, either as front end financing or takeout financing after development is underway. 

UCE Staff can provide a full range of public finance advisory services, from from peer reviews to public facilities financing plans.  UCE staff have experience will the full range of public financing tools, including impact fees, special taxes and assessments, tax increment, and many others.
